The building focuses on the old town of Borculo, with two side wings seemingly embracing it. The entrances are situated in the middle of the wings: one at the front and one at the rear. The building is built on a raised ground level, with parking spaces located behind it at basement level. The ground is raised at the front to make the building as accessible as possible.
